William Guste, the attorney general, declared last week that the stadium may not legal ly engage in deficit spending to make up what Superdome offi cials say will be a $4 million aencu inis nscai year. The ruling, which has the force of law unless overturned in court, blocks additional state funds for the stadium unless a special session of the Legisla ture approves such spending by a three-fourths majority. The Superdome executive director, Ben Levy, said last week that the massive stadium might have to shut down in March, when it is expected to run out of money, if the additional funds are not made avail able. Gov. Edwin Edwards telephoned Guste last week to ask him to review his opinion, Guste said.

"He thought it would be very difficult to get a three-fourths vote to appropriate $4 million for the domed stadium. As a practical matter, I agree with him," Guste said. But legally, Guste added, his opinion is firmly based in law. He said the case is being reviewed but cautioned there is no indication he will modify his earlier opinion.
